The special rules for the exemption:
Cartridges (individually without rescue means) - UN 2037

Airfreight:
Special provision A98 Aerosols, gas cartridges and receptacles, small, containing gas with a capacity not exceeding 50 mL, containing no constituents subject to these Regulations other than a Division 2.2 gas, are not subject to these Regulations when carried as cargo unless their release could cause extreme annoyance or discomfort to crew members to prevent the correct performance of
duties.
The words “Not Restricted” and the Special Provision number must be included in the description of the substance on the Air Waybill as required by 8.2.6, when an Air Waybill is issued.

On Truck:
Special provision 191 Small vessels containing gas (gas cartridges) with a maximum capacity of 50 ml containing only non-toxic substances are not subject to ADR requirements.

Seafreight:
Special provision 191 Containers of a maximum capacity of 50 ml containing only non-toxic components are not subject to the provisions of this Code.

Airfreight:
Packing instruction 955: [...] The appliances must be packed so that they cannot be accidentally activated, in strong outer packagings and except for life-vests, the dangerous goods must be in inner packagings packed so as to prevent movement. The dangerous goods must be an integral part of the appliance without which it would not be operational and in quantities which do not exceed those appropriate for the actual appliance when in use.
Life-saving appliances packed in strong rigid outer packagings with a total maximum gross weight of 40 kg, containing no dangerous goods other than Division 2.2 compressed or liquefied gases with no subsidiary risk in receptacles with a capacity not exceeding 120 mL, installed solely for the purpose of the activation of the appliance, are not subject to these Regulations when carried as cargo.

On Truck:
Special provision 296 Rescue products packaged in resistant rigid outer packagings of a maximum gross mass of 40 kg and containing no dangerous substances other than compressed or liquefied gases of Class 2, Group A or O, in receptacles of a maximum capacity of 120 ml Exclusively for the purpose of activating the rescue agent
Are not subject to the provisions of ADR.

Seafreight:
Special provision 296 [...] Rescue products packed in resistant rigid outer packagings with a maximum gross mass of 40 kg and containing no dangerous substances other than compressed or liquefied gases of Class 2.2 without risk of addition in receptacles of a maximum capacity of 120 ml Purpose of activating the rescuer are not subject to the provisions of this Code.
